QUALITY CONSERVATION SERVICES: We are a licensed HVAC, insulation, and weatherization contractor. We have over 20 years of local experience providing free energy-saving improvements for residential facilities, funded by local electric and gas utilities.
UTILITIES: Pacific Gas and Electric Company (PG&E), Southern California Gas (SoCalGas), Southern California Edison (SCE) and Southwest Gas (SWG) have approved, selected and contracted with QCS to help implement their no-cost energy upgrade programs, including several directed to helping tenants and multi-family home occupants. Both master-metered (landlord pays utility bill) and individually-metered (occupant pays utility bill) households are eligible.
LOCATION: Quality Conservation provides these upgrades for Landlords and Property Managers whose residential facilities are located in PG&E’s Bay Area (San Francisco, Alameda, Contra Costa, Sonoma, Napa and Solano Counties) or in the Greater Los Angeles Area served by the other three utilities (Los Angeles, Orange, Riverside and San Bernardino Counties).
TARGETING MODERATE AND LOWER-INCOME HOUSEHOLDS: All four utilities fund the Energy Savings Assistance Program (ESAP) targeted to helping households who are participating in a qualifying public assistance program, or whose household income falls in the moderate and lower income ranges (up to ~$75,000 for a family of four, +/- $12,850 for each household member above or below that).
YOUR PERMISSION: To participate, renters must have a permission agreement signed by the property owner or landlord. A single form may cover one or all of the occupied units. Landlords may reject any individual improvement(s) before they are offered to the renters. Click below for the permission agreement(s):
COORDINATION: Our licensed Energy and Outreach Specialists will work with you to coordinate the household visits to minimize the time required for us to qualify and sign-up the participants and to install their free upgrades. If desired, we can assign multiple crews to complete the work in a timely manner. We can provide you with sample notices or flyers explaining the program. And, if requested, we will provide you with a list of improvements installed in each rental unit after completion.
FREE ENERGY UPGRADES: The Energy Savings Assistance Program, funded by all four utilities, provides free comprehensive energy saving home upgrades and services to moderate and lower-income renters and homeowners. Energy improvements are determined by a no-cost Home Energy Audit and may include:
Attic insulation and venting
SuperSaver LED light bulbs (no CFLs)
Smart Tier I and Tier II power strips
Water-saving aerators and showerheads
Showerstart Thermostatic shower valves
Door weather-stripping
Caulking and sealing of air leakage points
Minor energy saving repairs to doors, windows, walls, etc.
LED Outdoor lighting fixtures
LED Torchiere lamps.
Water heater blankets and pipe wrap
Replacement of refrigerators manufactured prior to 2017 (occupant-owned only)
Furnace replacement or repair* (owner-occupied only)
Water heater replacement or repair* (owner-occupied only)
FREE Installation of all improvements by licensed contractors
12 Month warranty on all materials and labor
Enrollment into the CARE Program which provides residents with utility bill discounts of 20% (gas) and 30 + % (electric)
*Repair or replacement services may be available when existing natural gas units are deemed inoperable or hazardous.
OUR FINAL COMMENT: ALL Quality Conservation services are provided FREE to you and your tenants. You will NEVER be asked to make any payments for any services provided by Quality Conservation. Under the terms of our utility contracts, none of the customer information collected may be sold or shared or used by us outside of these programs.
